heal.abstractTHE INTER-WAR AGRICULTURAL CRISIS IN GREECE (1920s): SOCIAL DIMENSIONS OF THE ECONOMIC REFLECTIONS ON THE CRISIS. The inter-war years were characterized by a worldwide agricultural crisis, which hit European agriculture especially hard. Increased overseas competition and overproduction resulted in collapsing prices, and for many producers this meant high indebtedness, substantial losses of income, and even bankruptcy. Greece, along with other by and large agricultural countries of Central and Eastern Europe, suffered even higher losses due to low levels of productivity, the lack of technical knowledge and capital, and the overflow of labour in the countryside. The slump in prices of Greek agricultural produce sharpened in 1928 and was not reverted before 1937 (apart from the prices of wheat); at the same time, by 1937 indebtedness had affected 70 per cent of the Greek farmers and amounted to 43 per cent of gross agricultural income. Contemporary commentators (mostly agronomists, economists and agrarianist intellectuals) noted the underdevelopment of Greek agriculture and suggested a more rigorous intervention of the Greek state in the rural sector of the economy. The intervention of the state in agriculture was actually initiated by the institution of the concentration of cereals in 1927, on the initiative of Alexandros Papanastassiou (1876-1936), the M inister of Agriculture in the Zaimis ‘ecumenical’ government; and it was expanded by the Venizelos government in 1928-32. Besides its severe consequences on the agrarian society, the agricultural crisis of the 1920s had significant positive side-effects on the bourgeois society, since it naturally became the stepping stone for the dynamic entry of a new elite of technocrats and specialized intellectuals, namely the agronomists, into the public sphere. Several agronomists, in their capacity as economistes agricoles, came about with profound analyses on the rural economy and society, and offered innovative suggestions for the overcoming of the crisis. Chrysos Evelpides (1895-1971), an economiste agricole (γεωργοοικο- νομολόγος) par excellence, was the first one (in 1931) to identify the agricultural crisis as ‘one of the most serious contemporary problems’ of his time, ‘destined to have severe economic, social and, probably, political repercussionsen
