| heal.abstract | Στο πλαίσιο της διοικητικής μεταρρύθμισης, σύμφωνα και με την υπαγόρευση αλλεπάλληλων Ευρωπαϊκών Οδηγιών, η χώρα μας σταδιακά εισάγεται στην ηλεκτρονική διακυβέρνηση, στη χρήση δηλαδή, των Τεχνολογιών Πληροφορικής και Επικοινωνιών από κρατικούς Φορείς και άλλους οργανισμούς του δημόσιου τομέα, ώστε να παρέχουν αξιόπιστες, άμεσες και διαφανείς υπηρεσίες προς τους πολίτες, μειώνοντας το κόστος λειτουργίας και αυξάνοντας την αποδοτικότητα. Στo πλαίσιο του γενικότερου σχεδιασμού για την ηλεκτρονική διακυβέρνηση, ένα πολύ σημαντικό βήμα αποτέλεσε η δημιουργία και η εφαρμογή του ηλεκτρονικού συστήματος προμηθειών και δημοσίων συμβάσεων, με τρείς ηλεκτρονικές πλατφόρμες (ΚΗΜΔΗΣ, ΕΣΗΔΗΣ, ΔΙΑΥΓΕΙΑ) από τις οποίες το ΕΣΗΔΗΣ αποτελεί και το κύριο αντικείμενο της πτυχιακής. Στόχος της πτυχιακής αυτής είναι η μελέτη του κατά πόσο οι ηλεκτρονικοί διαγωνισμοί εξυπηρετούν το Δημόσιο συμφέρον και ανταποκρίνονται στις προσδοκίες για τις οποίες δημιουργήθηκαν. | el |
| heal.abstract | During the administrative reform in Greece, in line with successive dictates of European directives, our country is introduced into eGovernment, primarily as the use of information technologies by government agencies and various public sector organizations, in order to offer reliable, direct, and transparent services, while cutting expenses and increasing productivity. As a part of the general design of the policies towards e-government, the creation and implementation of the current electronic system for procurements and contracts with the public sector was a step of critical importance. That is mainly supported by three platforms: the National Electronic Procurement System (ESIDIS), the Central Electronic Registry for Public Procurement (KIMDIS) and the ESIDIS which we examine in this paper.
