heal.abstractΗ παρούσα εργασία διερευνά τη στενή και αλληλοτροφοδοτούμενη σχέση μεταξύ συστημικής φτώχειας, οικονομικών ανισοτήτων και της πρότασης για ένα δωρεάν καθολικό βασικό εισόδημα ως ενδεχόμενο εργαλείο παρέμβασης για την ενίσχυση της κοινωνικής δικαιοσύνης και της οικονομικής σταθερότητας. Στο πρώτο κεφάλαιο, παρουσιάζεται η έννοια της συστημικής φτώχειας ως φαινόμενο που δεν περιορίζεται μόνο στην έλλειψη εισοδήματος, αλλά συνδέεται με βαθύτερες δομές αποκλεισμού και άνισης πρόσβασης σε υγεία, παιδεία, κατοικία και εργασία. Ιδιαίτερη έμφαση δίνεται στις επιπτώσεις αυτής της φτώχειας, τόσο σε ατομικό όσο και σε κοινωνικό επίπεδο, όπως η διαιώνιση των ανισοτήτων, η περιθωριοποίηση και ο κοινωνικός αποκλεισμός. Ακολουθεί κριτική ανάλυση του τραπεζικού και νομισματικού συστήματος, με στόχο να αναδειχθεί πώς η δημιουργία χρήματος από τις εμπορικές τράπεζες και η πρακτική του «αδειο-δανεισμού» συμβάλλουν στη συντήρηση της φτώχειας μέσω της υπερχρέωσης και της άνισης πρόσβασης σε πόρους. Στη συνέχεια, εξετάζονται μέτρα αντιμετώπισης της συστημικής φτώχειας τόσο από πάνω προς τα κάτω (κρατικές πολιτικές, κοινωνικές δαπάνες, φορολογία) όσο και από κάτω προς τα πάνω (τοπικές πρωτοβουλίες, κοινωνικές επιχειρήσεις, συλλογική δράση). Η ανάλυση πλαισιώνεται με στατιστικούς δείκτες (Gini, AROPE κ.λπ.) που αποτυπώνουν την κατάσταση σε Ελλάδα και Ε.Ε. Το δεύτερο κεφάλαιο επικεντρώνεται στην έννοια του δωρεάν βασικού εισοδήματος (ΔΒΕ). Παρουσιάζεται η εξέλιξή του από θεωρητική πρόταση σε πολιτική ατζέντα, με αναφορές σε πιλοτικά προγράμματα διεθνώς. Αναλύονται τα πλεονεκτήματα και οι προκλήσεις του μέτρου: κοινωνική ενσωμάτωση, μείωση φτώχειας, τόνωση της αυτονομίας των πολιτών, αλλά και ζητήματα χρηματοδότησης, αποδοτικότητας και σχέσης με τα υφιστάμενα επιδόματα. Γίνεται επίσης συσχέτιση με την έννοια της δικαιοσύνης και της αναδιανομής του εισοδήματος. Το τρίτο κεφάλαιο εξετάζει τις οικονομικές ανισότητες μέσα από θεωρητικές και εμπειρικές προσεγγίσεις. Αναλύονται βασικές παράμετροι όπως πλούτος, εισόδημα, κατανάλωση, ενώ αναδεικνύονται κοινωνικοί και οικονομικοί παράγοντες που τις εντείνουν (ανεργία, φορολογικά συστήματα, ιδιωτικοποιήσεις, παγκοσμιοποίηση, τεχνολογική αλλαγή). Ιδιαίτερη έμφαση δίνεται στη μεθοδολογική αποτίμηση της ανισότητας, μέσω τεσσάρων δεικτών: Gini, Theil, Hoover (Robin Hood Index) και Palma Ratio. Καθένας παρουσιάζεται με 7 τα χαρακτηριστικά του, τα πλεονεκτήματα, τους περιορισμούς του και τις τιμές τους για την Ελλάδα και την Ε.Ε. Η εργασία ολοκληρώνεται με συμπεράσματα που υπογραμμίζουν την ανάγκη για δομικές μεταρρυθμίσεις, συνδυασμένες πολιτικές αναδιανομής και εξέταση εναλλακτικών λύσεων, όπως το καθολικό βασικό εισόδημα, για την αντιμετώπιση της αυξανόμενης ανισότητας και τη διασφάλιση κοινωνικής συνοχής.el
heal.abstractThis study explores the close and mutually reinforcing relationship between systemic poverty, economic inequalities, and the proposal for a Universal Basic Income (UBI) as a potential policy tool for enhancing social justice and economic stability. The first chapter presents the concept of systemic poverty as a multidimensional phenomenon that goes beyond income deprivation, being rooted in deeper structures of exclusion and unequal access to health, education, housing, and employment. Special emphasis is placed on the social and individual consequences of poverty, such as the reproduction of inequalities, marginalization, and social exclusion. A critical analysis of the monetary and banking system follows, highlighting how money creation by commercial banks and the practice of fractional-reserve lending contribute to the perpetuation of poverty through over-indebtedness and inequitable resource allocation. Policy responses to systemic poverty are examined from both top-down (state policy, taxation, social spending) and bottom-up (local initiatives, social enterprises, collective action) approaches. The analysis is supported by statistical indicators such as Gini coefficient, AROPE, etc., applied to Greece and the EU. The second chapter focuses on the concept of Universal Basic Income (UBI), tracing its evolution from a utopian idea to a part of contemporary political discourse, with references to pilot programs around the world. The advantages and challenges of UBI are analyzed, including social inclusion, poverty reduction, citizen empowerment, as well as issues of funding, efficiency, and interactions with existing welfare benefits. UBI is also discussed in terms of justice and income redistribution. The third chapter addresses economic inequality through both theoretical and empirical perspectives. Key components such as wealth, income, and consumption are examined, along with social and economic factors that intensify inequality, including unemployment, taxation systems, privatization, globalization, and technological change. Particular attention is given to the methodological assessment of inequality through four key indices: Gini, Theil, Hoover (Robin Hood Index), and Palma Ratio, each discussed with its features, strengths, limitations, and comparative data for Greece and the EU. 9 The study concludes with a synthesis of findings, emphasizing the need for structural reforms, redistributive policies, and the exploration of alternatives such as UBI, in order to combat rising inequality and secure social cohesion.en
