| heal.abstract | The volume at hand aims at publicizing the output of the Department spanning a period of fifteen years (1985-1999). It is a presentation of both its strategic conception and its particular articulation, attempting to leave behind the well- trodden path of “evaluation studies” (cf. M.Henkel “Evaluation in Higher Education : conceptual and epistemological foundations”, European Journal of Education, 33,1998,285-297) which slips into a “book-keepers’ “ practice in the measurement of “productivity”. In contradistinction to this approach, the outline of the criteria which we propose might be called, in Hegelian terms, the “qualitative quantity” (“das qualitative Quantum”) which is a coupling of “quality” and “quantity” and clearly has the possibility of the second being transformed into the first (Enzyklopadie, §. 107). The framework of reference of these criteria, as a cluster of expressions to be evaluated, is determined primarily by the degree of its connexion to the reality which it addresses. Thus it does not acquire an autonomous status, like a sword of Damocles, but it can easily be inferred from the entirety of the work of those who staff a Department and resolve to pass, for yet one more time through the “mirror stage” and to ascertain the limits of their self-sufficiency. In the words of Wittgenstein, “Saturday is not simply a day of rest and recreation. We should look at our work not only from within but also from without” (Civilization, 120). This consideration, which could be described as an “internalist extemalism” justifies the division into parts of the unified corpus of our “Acts”: a. Staff dynamics (hierarchy, scientific specializations of the teaching and research staff [DEPj, service record, gender composition, method of election and institutions of members’ postgraduate studies, forms of collaboration and relevant tradition, administrative structure and operation of the department, its finances as part of the budget of the University, etc.) b. Teaching ( criteria, the structure of the undergraduate studies program, the preliminary briefing of the students and the subsequent discussions about the physiognomy of the Department, the specialized students and their employment prospects, the ratio of professors to students, interdepartmental programs, postgraduate studies, matters concerning internal regulations, the publicity of posts, the students of the postgraduate specialization degree, the prospective professors: subjects-supervisors, scholarship possibilities and student welfare, the doctors of Philsophy [dissertation titles, supervisors, current occupation], honorary doctors, participation of members of the Department in the advisory/examining committees of doctoral theses which have submitted in other Departments, sabbatical leave [home or abroad], teaching in other universities, lectures, book presentations, visiting professors and invited speakers, long-term, the contribution to further education of primary and secondary school teachers, civil servants, and other categories of employees etc.). c. Research programs (the research policy of the Universities, the delimitation of “research” within the field of humanities, participants, particular joint research programs and their results etc.). d. Scientific conferences (their organization by the Department and the contribution of its members, participation of staff members, with communication, in international and Greek conferences). e. Publications (books: individual, editing of collective volumes, translations; articles in international and Greek periodicals, in the Proceedings of international or Greek conferences; book reviews, translations; the research interests as the interrelation of quantitative data and the particular character of the work, with special reference to the constitutive dimension of philosophy-as-activity, the consolidation of the “competence criterion” in the “community” of peers, evaluation reports, book reviews and “citations”, the share of the national and international division of scientific knowledge, the assesment of forms of “assesment”; secondary aspects of scope: in bodies for the election of members of the teaching and research staff of other Departments, scientific associations, prizes etc.). f. The library (organization and operation, primary sources and relevant bibliography, journals, databases and CD-ROMs; the specialized uses of the Research Centres: printed and archival material, publications etc.). g. The professors in the society of their time and place (members of the teaching and research staff fully and exclusively employed, scientific competence and alternative choices of society, “grounding” in the practice of scientific discourse etc.). h. The circuit of the local community (the historical limits of “locality”, particular inter-reactions, working time and leisure etc.). i. The daily life of the professors and the students, intra- and extra- muros. j. The Hellenism of the Diaspora (initiatives aiming to maximize and extend the functions of a university institution). k. The “mobility” of professors and students in the countries of the European Union (decoding of “European citizenship”, public higher education in Europe, communication competence). 1. The contribution to the clarification of the “Balkan policy” of the university. m. Reflection on the past and the future of the university. Kant’s remark placed as a motto remains valid: “chisel and hammer can prove useful in the processing of a piece of wood, but for an etching one must use an etching-needle”. The constitutive character - methodological as well as thematic - of philosophical activity requires appropriate “measures” in order to be judged, even though its “microcosm” cannot be perceived through a lens stronger than that of the human eye. And if every valuation involves comparative evaluation, the only comparable institutions are the homologous Philosophy Departments elsewhere in Greece. In precisely this “community” of peers, primacy should be accorded to the intra-muros (sometimes also with “external” referees) evaluation review (which according to current legislation includes: “analytical presentation and evaluation of the work and the personality of the candidates and appreciation of their contribution to the advancement of science”, “ an opinion about the degree of fulfilment by the candidates of the qualifications as set by the law” and “the ranking of the candidates according to evaluation”; Law 2083/82, article 6, E’2); in a second place due consideration is to be given to extra-muros published book review (which, it goes without saying, has not been sufficiently refuted by the person being subject to criticism). Only then does the census of “citations” make sense (excluding of course that of “self-citations”), otherwise the “citation index” (in the humanities the known databases are deficient and do not include the voluminous Greek literature) functions in the same way as the measurement of viewing-rates of TV shows ( for achieving distinction in “citations” and “book reviews” see P.Noutsos, Database, Kos 2000, 29, passim). With precisely this starting point, the members of the Philosophy Department, whose work has been subject to critical evaluation in twenty five reports in view of their election or promotion, and in book reviews (in our turn we have, of course, participated in the selections of other Departments, in scientific periodicals as critics and in evaluation committees of research programs and we have co-authored book reviews; that is to say we have not remained out of “latenter vivendum esse”), claim, as far as the division of scientific knowledge both on a national and international level is concerned (and for that reason we are not suffering from a “transmit” complex), a significant share - with the competence criterion fulfilled- in the following fields to name but a few: a. Greek Philosophy ( Ancient and Modern) b. The Philosophy of Science c. Social and Political Philosophy. Precisely this triptych, which clearly emerges, if we transcend the arithmetic, chaotic appearance of everything to reach for the “totality, rich in determinations and relations” (Grundrisse), substantiates the “Geltungsanspruch” of our Department and thereby warrants our communicative competence in the field of philosophical thought. | en |
