| heal.abstract | Η παρούσα πτυχιακή εργασία επικεντρώνεται στην ανάλυση και την εξερεύνηση της εφαρμογής της τεχνητής νοημοσύνης (ΤΝ) στη δημόσια διοίκηση, με στόχο την κατανόηση των δυνατοτήτων, των προκλήσεων και των προοπτικών αυτής της τεχνολογίας. Καθώς η ΤΝ συνεχίζει να αναπτύσσεται με ταχείς ρυθμούς, η ενσωμάτωσή της στη δημόσια διοίκηση προσφέρει σημαντικές ευκαιρίες για βελτίωση της αποδοτικότητας, της διαφάνειας και της ποιότητας των παρεχόμενων υπηρεσιών προς τους πολίτες. Η ερευνητική προσέγγιση της πτυχιακής εργασίας περιλαμβάνει μια μεικτή μεθοδολογία, συνδυάζοντας ποιοτικές και ποσοτικές προσεγγίσεις για τη συλλογή και ανάλυση δεδομένων. Η ποσοτική προσέγγιση πραγματοποιήθηκε μέσω ερωτηματολογίων, τα οποία συμπληρώθηκαν από πολίτες, ενώ η ποιοτική προσέγγιση βασίστηκε σε βιβλιογραφική ανασκόπηση και ανάλυση σχετικών άρθρων. Αυτή η προσέγγιση επέτρεψε την καταγραφή των απόψεων και των εμπειριών των συμμετεχόντων, καθώς και μια βαθύτερη κατανόηση των αντιλήψεων και των προσδοκιών τους. Τα ευρήματα της έρευνας αναδεικνύουν τόσο τις θετικές επιπτώσεις της εφαρμογής της ΤΝ στη δημόσια διοίκηση, όσο και τις προκλήσεις που αυτή αντιμετωπίζει. Οι συμμετέχοντες αναγνώρισαν την ΤΝ ως ένα εργαλείο που μπορεί να βελτιώσει την αποδοτικότητα και την αποτελεσματικότητα των δημόσιων υπηρεσιών, ενώ παράλληλα εξέφρασαν ανησυχίες σχετικά με την προστασία της ιδιωτικότητας, την ασφάλεια των δεδομένων και την ανάγκη για νομική και ηθική ρύθμιση. Επιπλέον, η ανάλυση των δεδομένων αποκάλυψε ότι η εκπαίδευση και η κατάρτιση του προσωπικού στη χρήση της ΤΝ είναι κρίσιμη για την επιτυχή εφαρμογή της. Η κοινωνική αποδοχή και η δημιουργία αξιόπιστων και ασφαλών τεχνολογικών υποδομών αναδείχθηκαν επίσης ως βασικές προκλήσεις για το μέλλον. Η πτυχιακή εργασία καταλήγει με προτάσεις για περαιτέρω έρευνα και πρακτικές εφαρμογές, προκειμένου να διευκολυνθεί η ενσωμάτωση της ΤΝ στη δημόσια διοίκηση. Προτείνεται η συνεχής παρακολούθηση των εξελίξεων της τεχνολογίας, η ανάπτυξη κατάλληλων νομοθετικών πλαισίων και η ενίσχυση της εκπαίδευσης των δημοσίων υπαλλήλων. Συνολικά, η παρούσα εργασία συμβάλλει στη βαθύτερη κατανόηση των δυνατοτήτων και των περιορισμών της ΤΝ στη δημόσια διοίκηση, παρέχοντας σημαντικές πληροφορίες και προτάσεις για τη βελτίωση της αποτελεσματικότητας και της ποιότητας των δημόσιων υπηρεσιών προς τους πολίτες. | el |
| heal.abstract | This thesis focuses on the analysis and exploration of the application of artificial intelligence (AI) in public administration, with the aim of understanding the possibilities, challenges and prospects of this technology. As IT continues to develop at a rapid pace, its integration into public administration offers significant opportunities to improve the efficiency, transparency and quality of services provided to citizens. The research approach of the thesis involves a mixed methodology, combining qualitative and quantitative approaches to data collection and analysis. The quantitative approach was carried out through questionnaires, which were completed by citizens, while the qualitative approach was based on a literature review and analysis of relevant articles. This approach allowed the participants' views and experiences to be captured, as well as a deeper understanding of their perceptions and expectations. The findings of the research highlight both the positive effects of the application of IT in public administration, as well as the challenges it faces. Participants recognized AI as a tool that can improve the efficiency and effectiveness of public services, while also expressing concerns about privacy protection, data security, and the need for legal and ethical regulation. In addition, data analysis revealed that training and staff training in the use of IT is critical to its successful implementation. Social acceptance and the creation of reliable and secure technological infrastructures also emerged as key challenges for the future. The thesis concludes with suggestions for further research and practical applications, in order to facilitate the integration of IT in public administration. It is recommended to continuously monitor technological developments, develop appropriate legislative frameworks and strengthen the training of civil servants. Overall, this paper contributes to a deeper understanding of the potential and limitations of IT in public administration, providing important insights and suggestions for improving the efficiency and quality of public services to citizens. | en |
