| heal.abstract | Η Ατζέντα 2030 των Ηνωμένων Εθνών, με τους δεκαεπτά στόχους βιώσιμης ανάπτυξης, στοχεύει, μεταξύ άλλων, στην ανακούφιση της φτώχειας και στη μείωση της κοινωνικής ανισότητας. Το πολιτικό πρόγραμμα προκαλεί πολυάριθμα φιλόδοξα μέτρα, αλλά αφήνει περιθώρια για διάφορους ορισμούς και ερμηνείες σχετικά με το ποια μέτρα έχουν καλή απόδοση. Η πρόκληση έγκειται στην κατανόηση της φτώχειας και της ανισότητας με τρόπους που ξεπερνούν μια καθαρά προοπτική που σχετίζεται με το εισόδημα. Για την αποδοχή αυτής της πρόκλησης, έχουν εκπονηθεί μέτρα, τα οποία υποτίθεται ότι συμβουλεύουν την αυστριακή κυβέρνηση στις προσπάθειές της να εφαρμόσουν τους ΣΒΑ. Το «άνευ όρων βασικό εισόδημα» και το «σύστημα ασφάλισης για όλους τους πολίτες» αντιπροσωπεύουν δύο προσεγγίσεις μεταξύ αυτών των μέτρων, τα οποία απαιτούν μια συνολική εξέταση της κοινωνικής δικαιοσύνης. Και οι δύο προσεγγίσεις θα συζητηθούν ως προς τους πολιτικούς και κανονιστικούς ισχυρισμούς τους. Ενώ το βασικό εισόδημα εξακολουθεί να κυριαρχείται από το εισόδημα, το ασφαλιστικό σύστημα ασχολείται με το ερώτημα ποιος δικαιούται παροχές. Και οι δύο προσεγγίσεις δεν είναι τελικά σε θέση να ξεδιπλώσουν τις δυνατότητές τους όσο χρησιμοποιείται μια έννοια εδαφικού-διοικητικού χώρου. | heal.abstract | The United Nations 2030 Agenda, with its seventeen sustainable development goals, aims, among other things, to alleviate poverty and reduce social inequality. The policy agenda calls for numerous ambitious measures, but leaves room for various definitions and interpretations of what measures perform well. The challenge is to understand poverty and inequality in ways that go beyond a purely income-related perspective. To accept this challenge, measures have been drawn up, which are supposed to advise the Austrian government in its efforts to implement the SDGs. "Unconditional basic income" and "insurance system for all citizens" represent two approaches among these measures, which require a comprehensive consideration of social justice. Both approaches will be discussed in terms of their political and normative claims. While basic income is still income-dominated, the insurance system deals with the question of who is entitled to benefits. Both approaches are ultimately unable to unfold their potential as long as a territorial-administrative space concept is used. Since urban environments have their own specific social and spatial characteristics, it is necessary to spark a thorough discussion of policy concepts that address the particular causes and effects of urban poverty, exclusion and inequality. | en |
