heal.abstractThis study is essentially a presentation of the celebrated «Ambatielos Memorandum», a comprehensive, proposal by a group of London Greek financiers, under an adventurous Cephalonian entrepreneur N. Ambatielos, to «solve» the perennial crisis of the coastal domestic shipping communi¬cations of the country by instituting a monopoly. The Ambatielos’ proposals, were but indicative of the aggravation of the impasse of the Greek domestic passenger lines, in the 1930’s, which despite the substantial state subsidies, were neither functioning nor, of course, serving the needs of the commerse and the travelling public. Ancient vessels discarted as absolete by steamship companies all over Europe, slow, with a minimum of comfort, plagued by frequent engine troubles, composed the Greek passenger fleet. An array of a myriad mismanaged steamship companies, fiercly competing in the few luctrative routes with pitiful low rates, and primitive facilities, leading to mutual bankruptcy. The financial world crisis of 1930’s had deteriorated the state of the ailing domestic lines. It was at this conjuncture that the London based financiers thought it opportune to take advantage of, to be granted a monopoly on all of Greece’s domestic lines to the exclusion of the existing companies. The study of the “Ambatielos Memorandum” a most analytical expose of the state of Greece’s coastal merchant marine, that was ever written up to that time, defines the inneficiencies and weakness of the greek state and the adventurous unprofessional practices of the indigenous capitalists who thrived on state subsidies.en
