| heal.abstract | Τα τελευταία χρόνια οι φράσεις “Σύμπραξη Δημοσίου και Ιδιωτικού Τομέα (ΣΔΙΤ)” καθώς και “Συμβάσεις Παραχώρησης (ΣΠ)” έχουν μπει στη ζωή μας. Αυτοί οι «νέου» τύπου τρόποι υλοποίησης δημοσίων συμβάσεων αποσκοπούν στον εκσυγχρονισμό της παροχής υποδομών και στρατηγικών δημόσιων υπηρεσιών. Οι ΣΔΙΤ, από τη μια πλευρά, μπορούν να οδηγήσουν σε αυξημένη αποτελεσματικότητα του δημόσιου τομέα, ενώ από τη άλλη, θεωρούνται ένα αρκετά σημαντικό μέσο για την υλοποίηση έργων/ υπηρεσιών στα πλαίσια της δημοσιονομικής πειθαρχίας. Η μέθοδος της Σύμπραξης Δημόσιου και Ιδιωτικού Τομέα (ΣΔΙΤ) αν και είναι σχετικά πρόσφατη στη χώρα μας (μόλις την τελευταία 15 ετία) εντούτοις στο εξωτερικό, και κυρίως στα ανεπτυγμένα κράτη, αποτελεί βασικό τρόπο υλοποίησης δημοσίων συμβάσεων εδώ και 40 – 50 χρόνια. Συνήθως η υλοποίηση των ΣΔΙΤ περιλαμβάνουν ένα πλέγμα δράσεων του αναγκαίου δημόσιου έργου που ξεκινά από τη χρηματοδότηση, το σχεδιασμό, την κατασκευή, την ανακαίνιση, τη διαχείριση/ λειτουργία του εν λόγω έργου. Ωστόσο και ως ΣΔΙΤ μπορούν να εκτελούνται και διάφορες υπηρεσίες που παρέχει το Δημόσιο ενσωματώνοντας και την αναγκαία συντήρηση και εκσυγχρονισμό τους. Τα βασικότερα οφέλη για τον Δημόσιο τομέα εστιάζονται κυρίως στην αποτελεσματικότητα και βελτίωση των παρεχόμενων έργων ή/και υπηρεσιών προς τους πολίτες και παράλληλα στην ελάφρυνση των δημοσιονομικών στοιχείων κυρίως λόγω της μη απαίτησης σημαντικών κονδυλίων του κρατικού προϋπολογισμού. Για δε τους ιδιώτες αποτελεί μια μακροχρόνια επένδυση που μπορεί να αποφέρει ένα εύλογο κέρδος που διασφαλίζεται μέσω της συμμετοχής του Δημοσίου. Η Ελλάδα τα τελευταία χρόνια έχει προχωρήσει πολύ στις ΣΔΙΤ κάνοντας ευρεία χρήση του Ευρωπαϊκού Ταμείου Περιφερειακής Ανάπτυξης. Στην παρούσα εργασία εξετάζονται τα χαρακτηριστικά των ΣΔΙΤ, το υφιστάμενο νομοθετικό πλαίσιο, η κατάσταση στην Ευρώπη και στην Ελλάδα, ενώ παρουσιάζονται κάποιες από τις συνθήκες επιτυχούς υλοποίησης, τόσο των ΣΔΙΤ, όσο και των αντίστοιχων διαδικασιών Δημοσίων έργων. viii Τέλος, παρουσιάζεται μια μελέτη περίπτωσης έργου ΣΔΙΤ η υλοποίηση της “Μονάδας Επεξεργασίας Απορριμμάτων Ηπείρου”, η οποία άρχισε να λειτουργεί τον Μάρτιο 2019, με διάρκεια σύμβασης 27 έτη. | el |
| heal.abstract | In recent years, the phrases "Public-Private Partnership (PPP)" as well as "Concession contracts" are very common. These "new" types of public procurements are aimed to modernizing the provision of infrastructure and strategic public services. PPPs, on the one hand, can lead to increased efficiency of the public sector and on the other hand, they are considered as a very important tool for the implementation of projects / services according to the rules of fiscal discipline. The PPPs as a public procurement type, have recently established in Greece (since the last 15 years), despite its “popularity” in West Europe and USA that use PPPs since the last 40-50 years. It very common during the implementation of PPPs to include a set of actions which are necessary for the “operation” of the project that concludes: the financing, design, construction, renovation and the operation of the infrastructure. It is also very common abroad, several public services provided by the state to be performed by the private sector during PPPs, incorporating the necessary maintenance and modernization. The main benefits for the Public Sector from PPPs are focused on the additional efficiency of the projects and the improvement of the services provided to the citizens. Furthermore, there are not spend a lot of money from the national budget, while simultaneously the rules of fiscal discipline are satisfied. As for the private sector, it seems to be a long-term investment which can “produce” a reasonable profit, guaranteed through the participation of the state. In recent years, Greece has made great progress in PPPs, mostly using financial resources from the European Regional Development Fund. This dissertation deals with the characteristics of PPPs, the existing legal framework, the situation in Europe and Greece, while conditions for successful implementation of both PPPs for public works are presented. Finally, a recent PPP case study, the "Epirus Waste Treatment plant" is presented. The PPP started in July 2017 and the duration of the contract lasts for the next 27 years.
