| heal.abstract | Στην παρούσα εργασία επιχειρείται η περιγραφή των δασών και δασικών εκτάσεων της περιφερειακής ενότητας Άρτας και η εξέλιξή τους διαχρονικά από άποψη χρήσεων γης υπό το πρίσμα των μεταβολών της δασικής νομοθεσίας. Αρχικά μέσω βιβλιογραφικής ανασκόπησης πραγματοποιείται η εννοιολογική προσέγγιση του όρου δάσος και δασικής έκτασης και της προστασίας τους, και διερευνούνται οι νομικές μεταβολές που έχουν συμβεί πριν το Σύνταγμα του 1975 και μετά το Σύνταγμα του 1975 για τους εξής βασικούς άξονες: το ιδιοκτησιακό ζήτημα, τις επιτρεπτές επεμβάσεις, το κτηματολόγιο και το δασολόγιο, τις πυρκαγιές, τις οικιστικές πιέσεις, και τις προστατευόμενες περιοχές και θα παρουσιαστεί η σχετική περιβαλλοντική νομοθεσία. Έπειτα εξετάζεται η περίπτωση της περιφερειακής ενότητας Άρτας. Περιγράφονται τα γενικά χαρακτηριστικά της περιοχής: τα γεωγραφικά χαρακτηριστικά της, η βλάστηση, το ιδιοκτησιακό καθεστώς, οι προστατευόμενες περιοχές, οι ανθρωπογενείς πιέσεις ,οι εκχερσώσεις και καταλήψεις που έχουν λάβει χώρα και η μέχρι τώρα διαχείριση. Τα στοιχεία που αφορούν στην περιοχή μελέτης ελήφθηκαν από το αρχείο της Δ/νσης Δασών Άρτας. Ειδικότερα αναλύεται η μορφή και ο χαρακτήρας των εκτάσεων και η διαχρονική τους εξέλιξη με βάση την μορφή που είχαν το 1945 και το 2015, όπως εμφανίζονται στους αντίστοιχους ορθοφωτοχάρτες .Τα δεδομένα εξάχθηκαν από τους ορθοφωτοχάρτες του 1945 και του 2015, μέσω του προγράμματος QGIS και με βάση την μελέτη του δασικού χάρτη που εκπονήθηκε από το μελετητικό γραφείο <ΕΛΛΗΝΙΚΑ ΔΑΣΗ - ΛΑΓΚΑΣ Γ-ΤΖΟΜΠΑΝΙΚΟΣ Δ..> για την Δ/νση Δασών Άρτας. Παράχθηκαν οι χάρτες, τα διαγράμματα και τα γραφήματα τόσο για όλη την Π.Ε Άρτας όσο και για καθένα από τους τέσσερις Δήμους ξεχωριστά που εμφανίζουν τις μεταβολές που έχουν γίνει ως προς τον χαρακτήρα τους. .Στην συνέχεια διατυπώνονται τα συμπεράσματα για τις αλλαγές που έχουν συμβεί και προτείνονται ενέργειες για την καλύτερη διαχείριση και την προστασία των εκτάσεων . | el |
| heal.abstract | The following paper attempts the description of the forests and the woodland areas of the regional unit of Artas and their evolution over time in terms of land use in the light of changes in the forestry legislation. Initially through bibliographical review, the conceptual approach of the term forest, woodland area and their protection is being carried out and the legal changes which have occurred before the 1975 Constitution and after the 1975 Constitution are being investigated for the following key axis: the ownership issue, the permitted interventions, the cadastre and the forestry register, fires, the developmental/urban building pressures ,conservation areas and the relevant environmental legislation is presented. The case of the regional unit of Artas is then examined. The general characteristics of the area are described :its geographical characteristics, vegetation , property ownership, conservation areas, anthropogenic pressures ,grubbing-ups and land occupations that have taken place and the management thus far. The data relating to the study area were obtained from the Forest Services of Artas. In particular, the form and character of the areas and their development over time are analysed on the basis of the form they were in 1945 and 2015,as shown in the corresponding orthophotomaps . The data was extracted from the orthophotomaps of 1945 and 2015, through the QGIS programme and based on the study of the forest map prepared by the consultancy office < ELLINIKA DASI LAGKAS G.- TZOMPANAKOS D.> for the Forest Services of Artas. The maps, diagrams and graphs showing the changes that have been made to its character, were produced for the whole of Regional unit of Artas as much as for each of the four municipalities of the regional unit separately. Afterwards, the conclusions on the changes that have occurred are drawn and actions for better management and protection of land are proposed. | en |
