THE PRESENCE OF WESTERN CONSULS IN THE EASTERN MEDITERRANEAN RELATIONS WITH THE “DEMOGERONTIA” AND THE OTTOMAN GOVERNMENT. As the title of this paper suggests the main issue in question is the authority and the activities of foreign consuls in the Eastern Mediterranean and the policies they pursued and adopted as well as their actions on several issues of local interest. We examine the consuls’ role in relation to the local trade and their p articipation on dispute settlement and financial transactions, as well as the drafting of notarial deeds between the citizens of their countries. Furthermore, we speak about the consuls’ entitlement to protect the interests of all the inhabitants within the boundaries of their seat who belonged to the Roman Catholic faith. Also, their capacity as Intelligence Service to their governments is discussed as they used to give information about the activities of their rivalries in the area of Mediterranean. In the second part of this paper we refer to the relations of the French consul F. Pasqua, seated in the island of Chios, and the local Christian administrators, the Demogerontes. We examine his involvement on issues related to the taxation of the Chiot community which caused great disturbance in the local society, as he supported the claims of the Catholics who refused to pay off their share in taxation. Furthermore we study how this issue became so important as to lead to the interference of the local Ottoman administrator, the French Ambassador and the Ottoman Government. Finally we refer to the joint effort in resolving amicably the above problem and the solution reached.en
