| heal.abstract | Η διατριβή μελετά τη δυσκολία εφαρμογής πολιτικών αξιολόγησης του εκπαιδευτικού έργου στην ελληνική πρωτοβάθμια και δευτεροβάθμια δημόσια εκπαίδευση. Στόχος είναι η ανάλυση και ερμηνεία της διαχρονικής εκκρεμότητας που υφίσταται ο θεσμός εποπτείας και αξιολόγησης στην Ελλάδα και της αντίθεσης που συντηρεί αυτό το αδιέξοδο, μέσα από την αμφίδρομη σχέση της πολιτικής και των οργανωμένων συμφερόντων της δημόσιας εκπαίδευσης, Δ.Ο.Ε. και Ο.Λ.Μ.Ε. Η μελέτη εξετάζει τις κλασικές (πλουραλισμός, κορπορατισμός, νεο-μαρξισμός, θεωρία των «ελίτ» και της ορθολογικής επιλογής) και σύγχρονες (δίκτυα πολιτικής, νεο-θεσμισμός) προσεγγίσεις της πολιτικής κοινωνιολογίαςγια το ρόλο των ομάδων συμφερόντων στη διαμόρφωση και εφαρμογή δημόσιων πολιτικών. Αναλύει τις πολιτικές εποπτείας και αξιολόγησης που ασκήθηκαν από το κράτος κατά το διάστημα 1974-2014 σε σχέση με τις ευρύτερες κοινωνικές, πολιτικές, και ιστορικές εξελίξεις και εξετάζει την ελληνική περίπτωση του κορπορατισμού. Με βάση την ιστορικό-συγκριτική μέθοδο και τη Θεμελιωμένη Θεωρία διερευνά την ιδεολογική υφή των θέσεων της ΔΟΕ και της ΟΛΜΕ, τις σχέσεις των συνδικάτων με τα πολιτικά κόμματα και τον χαρακτήρα της διαμεσολάβησης των συμφερόντων κατά το διάστημα1974-1989. Η έρευνα καταλήγει σε μια συνεκτική και εμπειρικά τεκμηριωμένη ερμηνεία που αποτυπώνει τους αιτιακούς παράγοντες και τις συνθήκες που επηρεάζουν τη στάση των συνδικάτων και διατυπώνει υποθέσεις για τις διαστάσεις που μπορεί να λάβει ο βαθμός αντίθεσης σε σχέση με την κατεύθυνση και την άσκηση της εκπαιδευτικής πολιτικής. | el |
| heal.abstract | The thesis studies the difficulty of implementing evaluation policies in Greek primary and secondary public education system. The aim is to analyze and interpret the long-standing pendulum that exists in the institution of supervision and evaluation in Greece and the opposition that maintains this impasse, through the two-way relationship between state policy and organized interests of public education, DOE, OLME. The study examines the classical (pluralism, corporatism, neo-Marxism, elite theory and rational choice theory) and the contemporary (political networks, neo-institutionalism) approaches of political sociology for the influence of interest groups in public policy formulation and implementation. It analyzes the supervision and evaluation policies pursued by the state during 1974-2014 in relation to the broader social, political and historical developments and it studies the Greek case of corporatism. Based on the historical-comparative method and the Grounded Theory, the research explores the ideological structure of the DOE and OLME positions, the relations between trade unions and political parties and the nature of the mediation of interest groups during 1974-1989. The research concludes with a coherent and empirically substantiated interpretation that captures the causal factors and conditions affecting the attitudes of unions and makes assumptions about the degree of opposition in relation to the direction and practice of educational policy can take. | en |
