heal.abstractNowadays, inclusive education has become an important issue not only in European but also in international educational level as a fundamental right that has come from the principle of equity. In this context, coherent educational policies and practices are necessary to meet the different needs of students and to provide equal opportunities to students with special needs, to participate equally in all educational and learning processes. In addition to this they should also be free to use all types of available ICT tools for learning. This implies that there is free access for all students to appropriate educational programs and materials through the diversification of teaching practices, within the framework of ICT use to all educational levels. The aim of the thesis is to identify the needs of students with disabilities in education, as well as the existence of the necessary resources and additional ICT support during Higher Education. The second goal is to establish the existence of cross-cultural similarities and differences between the two countries (Greece and Serbia) in the needs or existing educational resources of students with special needs (disabilities). This pilot comparative study of ICT use of students with special needs makes known that there are similarities and dissimilarities in Higher Education, in between Greece and Serbia. Especially it reveals that there are equal problems in both countries, including the unavailability of ICT use in learning material, and the nonexistence of technologically equipped classrooms for students with special needs.en
