| heal.abstract | Αντικείμενο της παρούσας εργασίας είναι η σημασία των πολιτιστικών κέντρων ως φορέων πολιτιστικής διαχείρισης και ειδικότερα το ενδιαφέρον επικεντρώνεται στο Πολιτιστικό Συνεδριακό Κέντρο Ηρακλείου. Αρχικά, εξετάζεται η οργανωτική δομή των πολιτιστικών κέντρων καθώς και ο βαθμός εμπλοκής των τοπικών αρχών στην εσωτερική διαχείριση των οργανισμών. Βασικό άξονα που διέπει την παρούσα έρευνα αποτελεί η διερεύνηση της αυτονομίας των πολιτιστικών κέντρων και της σχέσης τους με τους φορείς από τους οποίους εξαρτώνται διοικητικά και οικονομικά. Η παρούσα εργασία διαρθρώνεται σε τέσσερα κεφάλαια. Στο πρώτο κεφάλαιο εξετάζεται η μεταπολεμική εξέλιξη του Ηρακλείου και η πολιτιστική του διαμόρφωση, καθώς και η ιστορική πορεία και ο ρόλος των πολιτιστικών κέντρων στη σύγχρονη κοινωνία. Στο δεύτερο κεφάλαιο παρουσιάζονται βασικές έννοιες και φορείς που σχετίζονται με τη λειτουργία και τη διοίκηση του Πολιτιστικού Συνεδριακού Κέντρου Ηρακλείου, ενώ αναλύεται η πορεία δημιουργίας του, οι κτιριακές εγκαταστάσεις, οι δυσκολίες που προέκυψαν κατά την ανάπτυξή του και η μελέτη της Deloitte. Στο τρίτο κεφάλαιο εξετάζεται η πολιτιστική διαχείριση του ΠΣΚΗ κατά την περίοδο της παγκόσμιας κρίσης λόγω της πανδημίας, καθώς και ζητήματα που σχετίζονται με τους στόχους, τη χρηματοδότηση και την αυτονομία του οργανισμού. Τέλος, στο τέταρτο κεφάλαιο παρουσιάζονται τα συμπεράσματα της έρευνας, οι περιορισμοί της μελέτης και προτάσεις για μελλοντική έρευνα. Για την έρευνα και τη συγγραφή της εργασίας αντλήθηκαν στοιχεία από το Πολιτιστικό Συνεδριακό Κέντρο Ηρακλείου, μέσω συνεντεύξεων με αρμόδια στελέχη. Επιπλέον, μελετήθηκε η βιβλιογραφία (διαδικτυακή και μη), καθώς και δημοσιεύματα στον ηλεκτρονικό και έντυπο Τύπο. Τέλος, πραγματοποιήθηκε ενδελεχής έρευνα και μελέτη του αρχειακού υλικού που παραχωρήθηκε από το ΠΣΚΗ, έπειτα από έγκριση της σχετικής αίτησης. | el |
| heal.abstract | The purpose of the present paper is to present the significance of the cultural centers as managing bodies and particularly the interest is focused on the Cultural and Conference Center of Heraklion. First of all, the organizational structure of the cultural centers is examined as well as the degree of involvement of the local authorities in the internal management of the organizations. An important parameter that governs the research surrounding the study of cultural centers is the autonomy from the managing bodies. This paper is structured in 4 chapters. In the first chapter, elements of a conceptual study are provided by entities involved in the management, administration and financing of the Cultural and Conference Center of Heraklion. In addition, Cultural Centers are analyzed in terms of their establishment and the results they bring to the society, and in particular the case of Greece is examined in terms of the establishment of such organizations. The second chapter focuses exclusively on the creation of the Cultural and Conference Center of Heraklion with the difficulties that arose in the long course of its formation, but also analyzes the Deloitte study that undertook the general coordination study of the organization. In the third chapter, the cultural management that occurred during the turbulent period of forced incarceration, where the Cultural and Conference Center of Heraklion was reaching its first artistic period, is analyzed. For the research and writing of the paper, information was obtained from the Cultural and Conference Center of Heraklion, with interviews from relevant officials. In addition, the bibliography (online and offline), as well as publications in the electronic and printed press, was studied.
