heal.abstractThis thesis aims to contribute to the existing literature by examining whether globalization influences the use of fiscal policy by policymakers in the aftermath of a recession. The study adopts a three-dimensional approach to globalization -economic, political, and social- measured through both de jure and de facto indicators. To address the research question, we use (Jordà, 2005)-type local projections in a panel of 30 OECD countries. Our findings provide evidence that higher levels of economic, political, and social globalization -in both de jure and de facto measures- significantly affect policymakers’ fiscal responses to crises, leading to more contractionary policies in terms of the high-employment surplus following a recession. Additionally, we find that high initial debt-to-GDP ratios widen the effects of globalization, resulting in even greater fiscal austerity post-crisis. Finally, our analysis suggests that the impact of globalization on fiscal policy in the wake of financial crises is primarily driven by enabling policies (policies “on paper”) rather than actual international flows (policies “in practice”).en
