| heal.abstract | Η ελληνική τοπική αυτοδιοίκηση τα τελευταία 25 χρόνια άλλαξε σε σημαντικό βαθμό, καθώς πέρασε μέσα από τρεις διαδοχικές μεταρρυθμίσεις, οι οποίες είχαν ως αποτέλεσμα την ριζική μεταβολή της κατάστασης που υπήρχε στον χώρο πριν την εφαρμογή των μεταρρυθμίσεων αυτών. Οι μεταρρυθμίσεις αυτές έλαβαν χώρα στα πλαίσια εξυγίανσης και εκσυγχρονισμού της τοπικής αυτοδιοίκησης και της προσπάθειας της κεντρικής διοίκησης να παραχωρήσει περισσότερες αρμοδιότητες στις διοικήσεις των δήμων, ώστε να συμβαδίσει με τις σύγχρονες τάσεις της δημόσιας διοίκησης. Ο Δήμος Νικολάου Σκουφά, ο οποίος αποτελεί την μελέτη περίπτωσης της εν λόγω εργασίας, ιδρύθηκε το 2011 ως αποτέλεσμα της διοικητικής μεταρρύθμισης του Καλλικράτη. Σε γενικές γραμμές, σχετικά με το θέμα της οργανωτικής διάστασης του Δήμου, το γεγονός ότι έχει λάβει χώρα μεταφορά νέων αρμοδιοτήτων στον Δήμο δίχως αυτή να συνοδεύεται από ανάλογη μεταφορά πόρων και προσωπικού και η ουσιαστική μη στελέχωση της τεχνικής υπηρεσίας αλλά και η υποστελέχωση άλλων υπηρεσιών του Δήμου αποτελούν τροχοπέδη στην περαιτέρω ανάπτυξη των δράσεων του Δήμου. Επιπλέον, η αξιοποίηση και η ενσωμάτωση νέων τεχνολογιών στην λειτουργία των υπηρεσιών ταυτόχρονα με την εφαρμογή απλοποιημένων και προτυποποιημένων διαδικασιών, θα αποτελέσουν σε κάθε περίπτωση μια μεγάλη βοήθεια στην περαιτέρω ανάπτυξη του Δήμου. | el |
| heal.abstract | The Greek local governments in the last 25 years have changed significantly, as it went through three successive reforms, which resulted in a radical change in the situation that existed in the area before the start of these reforms. These reforms took place in the context of the consolidation and modernization of local self-government and the effort of the central administration to give more responsibilities to the municipal administrations, in order to keep pace with the modern tendencies of the public administration. The municipality of Nikolaos Skoufas, which is the case study of this thesis, was founded in 2011 as a result of the administrative reform of Kallikrates. In general, regarding the issue of the organizational dimension of the municipality, the fact that a transfer of new responsibilities has taken place in the Municipality without it being accompanied by a transfer of resources and staff and the substantial non-staffing of the technical service but also the understaffing of other services of the municipality are an obstacle to the further development of the actions of the municipality. In addition, the utilization and integration of new technologies in the operation of services simultaneously with the implementation of simplified and standardized procedures, will in any case be a great help in the further development of the municipality. | en |
