| heal.abstract | Οι δημόσιοι οργανισμοί αποτελούν ένα ιδιαίτερο κομβικό παράγοντα για την οικονομική και κοινωνική ανάπτυξη ενός κράτους. Στο πλαίσιο των οικονομικών συνθηκών που βρίσκεται η χώρα, καλούνται να αξιολογήσουν την λειτουργία τους σε όλα τα επίπεδα και να αναπτύξουν στρατηγικές που θα συμβάλλουν στον εκσυγχρονισμό τους, στην καλύτερη και αποδοτικότερη λειτουργία τους, στη βελτίωση των οικονομικών τους αποτελεσμάτων και παράλληλα στην αναβάθμιση των υπηρεσιών που προσφέρουν. Η μελέτη του κόστους των δημόσιων οργανισμών, είναι ένα σύγχρονο θέμα και αποδεικνύεται μείζονος σημασίας, ιδιαίτερα εν μέσω οικονομικής κρίσης και εν μέσω πανδημίας (τα τελευταία δύο χρόνια), που μπορεί να συμβάλει στην ολοένα και καλύτερη διαχείριση των εξόδων των δημόσιων οργανισμών. Η παρούσα εργασία έχει ως θέμα την περιγραφή του συστήματος κοστολόγησης των δημόσιων οργανισμών στην Ελλάδα και την πρακτική μελέτη εφαρμογής αυτού σε ένα από τα μεγαλύτερα Πανεπιστημιακά νοσοκομεία της χώρας. Η μεθοδολογία της μελέτης βασίζεται στην έρευνα της διεθνούς και ελληνικής βιβλιογραφίας και στην ανασκόπηση πηγών του διαδικτύου. Σκοπός της παρούσας εργασίας αποτελεί η διερεύνηση του ρόλου της Διοικητικής Λογιστικής και των συστημάτων κοστολόγησης στους δημόσιους οργανισμούς. Μέσω εμπειρικής προσέγγισης επιδιώκετα η καταγραφή της υφιστάμενης κοστολογικής οργάνωσης και υποδομής του υπό εξέταση νοσηλευτικού ιδρύματος καθώς και του βαθμού χρήσης και αξιοποίησης των συστημάτων κοστολόγησης σε συνδυασμό με τις μεθόδους εφαρμογής και ανάπτυξής τους στην Ελληνική Πραγματικότητα. Η εργασία αποτελείται συνολικά από πέντε κεφάλαια. Στο πρώτο κεφάλαιο γίνεται μια εισαγωγή στην έννοια, τον ορισμό και το περιεχόμενο των δημόσιων οργανισμών. Παρουσιάζονται οι παράγοντες που επηρεάζουν την οργάνωση των δημόσιων οργανισμών. Στο δεύτερο κεφάλαιο αναλύεται η έννοια της λογιστικής και παρουσιάζονται τα συστήματα εφαρμογής της. Ακολουθεί η αναφορά των λογιστικών αρχών. Εν συνεχεία στο τρίτο κεφάλαιο γίνεται αναφορά στις βασικές έννοιες του κόστους και της κοστολόγησης, ώστε να γίνονται κατανοητοί οι όροι. Ακολούθως στο τέταρτο κεφάλαιο παρουσιάζονται τα παραδοσιακά και σύγχρονα συστήματα κοστολόγησης και η εφαρμογή τους στους δημόσιους οργανισμούς . Εν τέλει στο πέμπτο 4 κεφάλαιο παρουσιάζεται η μελέτη περίπτωσης κόστους δύο κλινικών του Πανεπιστημιακού Γενικού Νοσοκομείου Ιωαννίνων βάσει όσα θεωρητικά έχουν αναπτυχθεί στις προηγούμενες ενότητες της εργασίας. | el |
| heal.abstract | Public bodies are a key factor in the economic and social development of a state. In the context of the economic conditions of the country, they are called to evaluate their operation at all levels and to develop strategies that will contribute to their modernization, to their better and more efficient operation, to the improvement of their financial results and at the same time to the upgrading of services. that offer. The study of the cost of public bodies is a contemporary issue and is proving to be of major importance, especially in the midst of an economic crisis and a pandemic (the last two years), which can contribute to the increasingly better management of public expenditures. The present work has as its subject the description of the costing system of the public organizations in Greece and the practical study of its application in one of the largest University hospitals of the country. The methodology of the study is based on the research of the international and Greek literature and the review of internet sources. The purpose of this paper is to investigate the role of Administrative Accounting and costing systems in public organizations. Through an empirical approach, the recording of the existing cost organization and infrastructure of the hospital in question as well as the degree of use and utilization of the costing systems in combination with the methods of their application and development in the Greek Reality is sought. The work consists of a total of five chapters. The first chapter introduces the concept, definition and content of public bodies. The factors that influence the organization of public organizations are presented. The second chapter analyzes the concept of accounting and presents its implementation systems. The following is a report on accounting principles. Then in the third chapter reference is made to the basic concepts of cost and costing, in order to understand the terms. Then in the fourth chapter are presented the traditional and modern costing systems and their application in public organizations. Finally, the fifth chapter presents the case study of two clinics of the University General Hospital of Ioannina based on what has been theoretically developed in the previous sections of the work. | en |
