| heal.abstract | Οι ενοποιήσεις των Δήμων και των κοινοτήτων που συντελέστηκαν τα τελευταία 25 χρόνια, δημιούργησε μεγάλους οργανισμούς με μεγάλο εύρος δραστηριοτήτων. Η προηγούμενη μεγέθυνση σε συνδυασμό με τις αλλαγές στο οικονομικό περιβάλλον που συντελέστηκαν από το 2010 μέχρι σήμερα απαιτούν ποσοτική, ποιοτική και αποτελεσματική πληροφόρηση για τη λήψη οικονομικών αποφάσεων και τον έλεγχο. Στο νέο περιβάλλον που διαμορφώθηκε η συνεισφορά της πληροφορικής και η υιοθέτηση σύγχρονων συστημάτων διοίκησης αποτελούν σημαντικούς παράγοντες για την εκπλήρωση του ρόλου της Τοπικής Αυτοδιοίκησης στη ζωή των ανθρώπων. Πρόκειται να αναφερθούμε στην έννοια του πληροφοριακού συστήματος και τους λόγους που καθιστούν αναγκαία τη χρήση του για τη δημιουργία αξίας. Θα πραγματοποιηθεί αναφορά στο νομικό πλαίσιο λειτουργίας των Οργανισμών Τοπικής Αυτοδιοίκησης, στις απαιτήσεις που έχει η εγκατάσταση ενός συστήματος ERP και στις αλλαγές που θα επιφέρει στη λειτουργία των οργανισμών. Επιπλέον θα αναφερθούν τα αναμενόμενα οφέλη που θα προκύψουν από τη λειτουργία τους και ενδεχόμενα προβλήματα που θα προκύψουν. Στην παρούσα εργασία μας ενδιαφέρει να εξετάσουμε αν οι Οργανισμοί Τοπικής Αυτοδιοίκησης (Ο.Τ.Α.) έχουν υιοθετήσει πληροφοριακά συστήματα διοίκησης για τη λήψη των αποφάσεων που λαμβάνουν. Για να το διαπιστώσουμε πρόκειται να διεξάγουμε έρευνα συλλογής δεδομένων με ερωτηματολόγιο στους Οργανισμούς Τοπικής Αυτοδιοίκησης Β βαθμού της Ηπείρου και στα νομικά τους Πρόσωπα. Πρόκειται να αναζητήσουμε τα πληροφοριακά συστήματα που χρησιμοποιούνται και κατά πόσο αυτά αξιοποιούνται στη λήψη των αποφάσεων τόσο από τα διοικητικά στελέχη των οργανισμών όσο και από τα αιρετά. Ακολούθως, θα αναφερθούμε στη διαδικασία εφαρμογής ενός συστήματος ERP σε ένα οργανισμό. Στην εργασία θα αναπτυχθούν τα αναγκαία βήματα και τις ενέργειες που απαιτούνται για την εισαγωγή του πληροφοριακού συστήματος στη λειτουργία του οργανισμού. Επιπλέον, θα παρουσιάσουμε αναλυτικά - πρότυπα παραδείγματα λειτουργίας συστημάτων ERP στους Ο.Τ.Α.. viii Τέλος, θα αναφερθούμε στα προσδοκώμενα αποτελέσματα και κατά πόσο η χρήση τους βοηθά τους επιδιωκόμενους στόχους των οργανισμών. | el |
| heal.abstract | Οver the last 25 years, the merger of the Municipalities and the smaller communities, have resulted in creating large organizations with a wide range of activities. The previous increase combined with the economic environment changes that took place from 2010 until today require quantitative, qualitative and effective information for financial decision-making and control. In the new environment, the contribution of information technology and the adoption of contemporary management systems are important factors for fulfilling the role of Local Authority in people's lives. We will refer to the concept of the information system and the reasons why it is necessary to be utilized in order to create/ add value. We will also discuss the legal framework for the operation of Local Government Organizations, regarding the requirements of the installation of an ERP system and the changes that it will bring to the operation of the organizations. Additionally, the expected benefits - resulting from their operation - and possible problems arising will be mentioned. In this paper we are interested in examining whether the Local Authorities (LAs) have deployed management information systems for the decision making process. To find this out, we will conduct a data collection survey including a questionnaire addressed to the Local Authorities of the B degree of Epirus and their legal entities. We intend to examine the utilized information systems and whether they are used in the decision making process both by the executives of the organizations and the elected officials. Next, we will refer to the procedure of implementing an ERP system within an organization. In this paper the necessary steps and actions required to introduce the information system into the organization will be developed/ analyzed. Additionally, we will present some detailed - standard examples of operating ERP systems in LAs.
