| heal.abstract | Η πανδημία COVID-19 αποδείχθηκε μια από τις μεγαλύτερες υγειονομικές προκλήσεις του αιώνα, θέτοντας σημαντικές προκλήσεις για τις χώρες οι οποίες κλήθηκαν να αντιμετωπίσουν τις νέες συνθήκες. Έτσι οι χώρες, επικεντρώθηκαν σε στρατηγικές δημόσιας υγείας για τον περιορισμό της εξάπλωσης της πανδημίας καθώς και σε πολιτικές διαχείρισης του ανθρώπινου δυναμικού. Παρ ́όλα αυτά κάποιες χώρες αποδείχθηκαν αποτελεσματικότερες στην διαχείριση της κρίσης από ότι άλλες. Στο πλαίσιο της παρούσας εργασίας επιχειρήθηκε μια συγκριτική ανάλυση των πολιτικών που ανέπτυξαν η Ελλάδα, Ιταλία και Γερμανία. Σύμφωνα με τα αποτελέσματα της ανάλυσης, οι χώρες της νότιας Ευρώπης μεταξύ των οποίων η Ελλάδα και η Ιταλία, οι οποίες μείωναν σταθερά τις δαπάνες τους στον χώρο της υγείας κατά την προηγούμενη δεκαετία ως αποτέλεσμα της δημοσιονομικής κρίσης που τις είχε πλήξει, κλήθηκαν να λάβουν έκτακτα μέτρα για την αντιμετώπιση της κρίσης τα οποία δεν απέδωσαν τουλάχιστον στον αναμενόμενο βαθμό. Αντίθετα χώρες όπως η Γερμανία που είχαν επενδύσει σε προγενέστερα μακροπρόθεσμα σχέδια ενίσχυσης των εθνικών συστημάτων υγείας, αποδείχθηκαν πιο αποτελεσματικές στη διαχείριση της υγειονομικής κρίσης. | el |
| heal.abstract | The COVID-19 pandemic has proven to be one of the greatest health challenges of the century, posing significant challenges for countries facing new conditions. Thus, countries have focused on public health strategies to limit the spread of the pandemic as well as human resource management policies. Nevertheless, some countries have proven to be more effective in managing the crisis than others. In the context of the present work, a comparative analysis of the policies developed by Greece, Italy and Germany was attempted. According to the results of the analysis, the countries of southern Europe, including Greece and Italy, which have steadily reduced their spending on health sector over the past decade because of the financial crisis that has hit them, have been called upon to take emergency measures to deal with the crisis which did not perform at least to the expected degree. In contrast, countries such as Germany, which had invested in earlier long-term plans to strengthen national health systems, proved more effective in managing the health crisis. | en |
