| heal.abstract | Η διεθνής κρίση η οποία πρωτοεκδηλώθηκε στις ΗΠΑ το 2007 άγγιξε όλο σχεδόν τον αναπτυγμένο κόσμο με ολοένα αυξανόμενη ένταση και βάθος. Χώρες μπαινοβγαίνουν στην κατάσταση της κρίσης και της ύφεσης, ενώ η διάδοχη φάση της «ανάκαμψης» είναι αδύναμη. Στην Ελλάδα, οι πρώτες εκδηλώσεις της κρίσης συντελούνται στα τέλη του 2008, ενώ η κατάσταση αρχίζει να αλλάζει σοβαρά το 2009, οπότε διαπιστώνονται οι πρώτες συνέπειες μεγάλης κλίμακας. Το 2010 τέθηκε έτσι σε εφαρμογή το πρώτο πρόγραμμα οικονομικής διάσωσης αλλά και οικονομικής προσαρμογής της Ελλάδας από την Ευρωπαϊκή Επιτροπή (ΕΕ), το Διεθνές Νομισματικό Ταμείο (ΔΝΤ) και την Ευρωπαϊκή Κεντρική Τράπεζα (ΕΚΤ), με σκοπό την αποφυγή της χρεωκοπίας και τη διόρθωση των μακροοικονομικών ανισορροπιών. Το πρόγραμμα αυτό αποδείχθηκε, εκ των πραγμάτων, ότι δεν ήταν αρκετό, παρά την αρχική ομαλή πορεία του. Έτσι το 2012 τέθηκε σε εφαρμογή το δεύτερο πρόγραμμα. Και αυτό, εξετράπη της πορείας του στις αρχές του 2015, λίγο πριν την ολοκλήρωσή του. Το τρίτο πρόγραμμα τέθηκε σε εφαρμογή αμέσως μετά πρώτο εξάμηνο του 2015 και ολοκληρώθηκε ομαλά τρία χρόνια μετά το καλοκαίρι του 2018. Οι επιβαλλόμενες αλλαγές στην Ελλάδα από ισχυρούς εθνικούς και διεθνείς οικονομικούς κύκλους οδήγησαν σε πολιτικές χαμηλών δαπανών για την εργασία και όχι μόνο, γεγονός που προκάλεσε αρνητικές επιπτώσεις στην ελληνική αγορά εργασίας. Οι επιπτώσεις της οικονομικής κρίσης είναι εμφανέστατες στη μείωση των ποσοστών απασχόλησης και στην ραγδαία αύξηση των ευέλικτων μορφών απασχόλησης και της ανεργίας. Ένα από τα πιο βαθιά αποτελέσματα της ελληνικής οικονομικής κρίσης λόγω της εκτίναξης του ποσοστού ανεργίας, ιδιαίτερα των νέων, σε πρωτόγνωρα επίπεδα ήταν η μαζική και ταχεία μετανάστευση χιλιάδων, κυρίως μορφωμένων Ελλήνων. Γίνεται επομένως αντιληπτό ότι η ελληνική οικονομία και κοινωνία βίωσε εκ νέου στην ιστορία της μια σύγχρονη φάση μαζικής μετανάστευσης. Στην Ελλάδα όμως, την περίοδο της κρίσης κυριάρχησαν «δύο πρόσωπα» μετανάστευσης, καθώς εκτός από την φυγή χιλιάδων ελλήνων στο εξωτερικό (Εξερχόμενη μετανάστευση) πραγματοποιήθηκε και η είσοδος χιλιάδων μεταναστών και προσφύγων (Εισερχόμενη μετανάστευση). | el |
| heal.abstract | The international crisis, which first manifested itself in the United States in 2007, has affected almost the entire developed world with increasing intensity and depth. Countries are entering a state of crisis and recession, while the successive phase of the "recovery" is weak. In Greece, the first manifestations of the crisis take place at the end of 2008, while the situation begins to change significantly in 2009, when the first large-scale consequences are established. In 2010, the first program of financial rescue and economic adjustment of Greece was implemented by the European Commission (EU), the International Monetary Fund (IMF) and the European Central Bank (ECB), in order to avoid bankruptcy and to correct macroeconomic imbalances. This program proved to be, in fact, not enough, despite its initial smooth running. Thus, in 2012, the second program was implemented. And this, reversed its course in early 2015, shortly before its completion. The third program was implemented immediately after the first half of 2015 and was completed smoothly three years after the summer of 2018. The forced changes in Greece by strong national and international economic circles led to low-cost policies for work and more, which caused negative effects on the Greek labor market. The effects of the economic crisis are most pronounced in the reduction of employment rates and in the rapid increase of flexible forms of employment and unemployment. One of the deepest results of the Greek economic crisis due to the jump in the unemployment rate, especially of young people, to unprecedented levels was the mass and rapid migration of thousands, mainly educated Greeks. It is therefore understood that the Greek economy and society experienced again in its history a modern phase of mass migration. In Greece, however, during the crisis, "two persons" of immigration dominated, as in addition to the flight of thousands of Greeks abroad (Outgoing immigration), thousands of immigrants and refugees entered (Incoming immigration). | en |
