heal.abstractWe build a two-large open economies trade model with cross-border pollution. Within this framework we examine (i) the full cooperative and full non-cooperative trade and environmental tax policies and (ii) the partial cooperative trade and environmental tax policies. Then, we consider the cases where both countries set their tax policies noncooperatively and examine (i) the optimal response to their Nash pollution tax policies when, due to trade liberalization, they reduce their Nash tariffs and export taxes and (ii) the optimal change in their Nash tariffs and export taxes when both countries change exogenously (i.e., due to international agreements) their non-cooperative pollution taxes.en
