heal.abstractThe liberation of the «New territories» by the Greek Army in the years 1912-1913 created unsolved problems to the Greek State, which it was forced to resolve. The capabilities available to it, due to the efficiency of the cadres essigned to the task of manning the new administration, fulfilled all the basic requirements which the Greek State had to deal with in the territories of Macedonia and Epirus. The administrative division of the liberated lands produced four General Governorships: that of Macedonia, Epirus, Crete and the Aegean Islands. This study deals with the efforts for the organization of a state apparatus in Epirus during the years 1912-1913, a region with additional problems due to the ever changing political and military conditions. Based on what was been preserved from the so-called «Official Bulletins» (a kind of Official Gazette), issued by the Epirus General Governorship, unpublished material from its Archives, published items in the local press and the existing bibliography, the effort was made to reconstruct the state services within the region in those two years in question, an effort which reveals also the achievements of the state services in all endeavours which constitute the idea of an organized state. Besides the arduous political issues which inevitably were interwoven not only with military oriented ones, but also with the contradictory interests of the three main nationalities (Greek, Turkish and Albanian) the administration of the region was confronted with the legacy of misgovernment inherited from the Ottoman Empire. The structure of the state apparatus had to be based on new concepts, completely diversed from a past build on a tradition of violence, corruption indifference to progress and to conform with the legal regime and the drive for progress of the Greek State which had liberated the new territories. The efforts for the organization of the state in the Epirus region was confronted by many difficulties and obstacles the solution of which required a space of considerable time. But whatever was achieved in 1912-1913 constituted the basis for the future evolution. The totality of the issues were dealt by in the process of the reorganization of the administrative services of the General Governorship of Epirus which are divided in Sections, a short of minutive ministries with specialized missions. The Sections did present structural weaknesses and insufficiencies. As a whole, however, they responded positively to their mission and created the conditions for the smooth transition of Epirus to the Greek National State. This achievement has to be credited not only to the governmental visions which planned the general framework but more over to the personal contribution of those who undertook the responsible positions in the administrative mechanism of liberated Epirus.en
