The role of information and communication technologies in the sustainability of Higher Education Ιnstitutions (Doctoral thesis)

The present work analyzes the current status of the Greek Universities. It identifies strengths and weaknesses, opportunities and threats (SWOT analysis), and examines whether the new Information and Communication Technologies (ICT) are able to reverse the current difficult situation. An assessment is attempted for the impact of ICT on all academic functions (administration, education, and research) based on existing local data and international examples. The thesis priority is to develop a successful operating model that will enable the university to complete its mission. Hence the potential of ICT is examined as an educational and research tool and in reorganizing services, improving procedural tasks and making expertly decisions. The historical review of the exponential growth of the Greek universities is necessary in order to comprehend the increased operational complexity, which essentially imposes the use of ICT. On the other hand ICT are evolving at a very fast pace, providing a number of new tools and possibilities. This makes it difficult to keep the personnel’s skills up to date. Therefore the need for continuous training becomes evident. Specific examples drawn from the case of the University of Ioannina, lead to useful conclusions with wider validity. In conclusion, a sustainable operating model is proposed, that encompasses a regulated entrepreneurial component to exploit the University’s research and accumulated expertise, providing so significant additional financial resources.
